If one goes by the center of information technology ministry claims that in two to two and a half years all the 626 districts will be connected through the online services. In this citizens can get the pension, ration card, civil litigation courts, caste certificate and marriage certificate and letters all of the income and employment certificates work will be online. These kinds of six to ten services all account records will be kept in digital form. This work will come under the e-district project and it will complete in four-five months.
Every district administration would be given 18 months to complete this project. Under this duration, all-district admin departments will have to make all the old records and certificates information in digitally mode so that anyone can be found online. At the national level, the entire project is estimated to cost Rs 2,500 crore. The 75% expenditure will be given by the central government and the remaining 25% by the state government.
The e-District project created to bring e-governance including 27 other projects. The point is to be noted that the estimated cost of this project is more then Nandan Nilekani headed the Unique Identification (UID) project. For the aadhar card project, the foundation has allocated more than Rs. 1900 crore. Tamil Nadu, West Bengal, and Maharashtra have already started implementing this project in some districts.
The government is taking the help of companies like Tata Consultancy Services (TCS), Wipro and 3i Infotech to collect hardware and software for the sake of this project. The NASSCOM once of the top IT company assess the organization of the project in the next few years Indian firms will be able to get the business of $ 9 Billion (about Rs. 41760 crores).

What is SC / ST / OBC Caste or Community in India
In the country, 194 integrated tribal development projects are running right now where the segments or groups of segments of the population are over 50% total scheduled tribe (st). During the sixth plan, ITDP out parts, whose total population is 10,000, including the 5000 STS, Modified Area Development Approach (MADA) under the Tribal Sub – Scheme was introduced.
252 MADA parts of the country have been identified. Also, 79 groups with a total population of 5,000, of whom 50 percent are ST has been identified. To focus more on the development of STS in October 1999, the Ministry of Tribal Affairs Ministry has formed a different name. Ministry of Social Justice and Empowerment has carved out a new ministry for the development of Scheduled Tribes ubiquitous policy, planning and coordination center for ministry. Concerning the authority of the Ministry of Social Security and Social Insurance STS, project formulation, research and training, promotion of voluntary efforts on tribal welfare and development related to the administration of the tribal areas and certain issues.
The State Governments and UT Administrations responsibility concerning the development of these communities and regional programs, policy, planning, monitoring, evaluation and coordination with the concerned Central Ministries / Departments. Every Central Ministries/department of the Department related to the area will be the central ministry. Ministry of Tribal Affairs for the full development of these communities, the State Governments / UT Administrations and various Central Ministries / Departments and supports efforts are complementary.
Definition of SC / ST / OBC
Scheduled Tribes’ post first appeared in the Constitution of India. Article 366 (25) of the Scheduled Tribes”, an aboriginal race or tribe or part of these tribal nations and tribal communities or as a group, for Article 342 of this Constitution has been recognized as scheduled tribes” defined. Article 366 (25), which is quoted below, in the case of STS specification, specifies the procedure to be followed.
What is Article 342:
The President, subject to any state or union territory, and where it is a State, after consultation with the Governor by public notification, tribal caste or tribal communities or parts of or groups of tribes or tribal nations can specify which for purposes of the Constitution, the State or Union Territory, as the case may be, shall be considered about the Scheduled tribes. Parliament by law clause (1) of the list of Scheduled Tribes in the tribal caste or tribal community or part of any aboriginal race or tribe or group may contain or remove it, but as previously stated is, except, of any notice issued under the said clause shall not be altered by any post-notification. Thus, a particular State / Union Territories about the first specification of Scheduled Tribes after the advice of the concerned State Governments, by order of the President are notified.
