The Department of Transport Karnataka is the first state in India to provide the Smart Card DL to the common person. The department of transport in Karnataka has mainly 6 wings/sections for which the dept is giving the facilities online such as DL / LL, registration, permits, inspection, treasury and PR depts. All the sections information has mentioned below one by one:
Section 1: Driving License Wing:
The first wing has Driving License which works to provide them all kinds of license like for learners, permanent, international, conductor and others in the state. Section 2: Registration Wing
Here citizens can make a registration for any kind of vehicle like for non-transport, transport, or temporary. This section also has the facility to make the renewal process, purchase/lease, or transfer of ownership. Section 3: Treasury Wing

Section 4: Permits Wing
This section has the authority to provide the various kinds of permits like transport or non-transport, business, commercial or commercial, etc.
Section 5: Inspection Section
This section gives you a certificate for fitness and holds the process of inspection for your vehicle in Karnataka state. Section 6: Public Relation PR and Help Lines

How to Apply for Learning / Permanent Driving License in Karnataka
The official website of http://transport.karnataka.gov.in is giving the option to fill the online application form which is available to make your appointment in the RTO Karnataka office. However, the official website has given the option to get the LL (learner’s license) on the website but right now it working due to the IT cell is working on it. So right now there is only a process left for applies in which you may have to download the application form and should have to submit in the nearest RTO office. Step 1 – Click to the below-given page and download Learner’s license CMV2 application form and take a printout of it. This application form is also available on the inquiry counter of RTO.
Step 2: You need some documents before filling or submitting it to the office as per the following:
- 1 passport size photo
- Address proof in which you can submit your copy of ration card, passport, any policy paper, voter id card, electricity/water/phone bill, caste certificate, salary slip.
- Age proof in which you can use school certificate, PAN card, or any doctors certificate, panchayat / MLA / MP letter
Step 3: Applicants also have to pay the charges for the application of Rs. 30 on the RTO.
Step 4: Candidates will have to fill the application form in the Assistant RTO branch as per with below-given information and details:
- First licensing authority name
- Select for which vehicle wants LL
- Attach your passport photo on the right side.
- Full name of applicant’s
- Father’s / husband’s name of applicant’s
- Temporary address
- The time of living in the above address
- Date of birth as per certificate
- Place of birth
- Higher Educational qualification
- Any mark on the body
- Fill declaration of citizenship status
- Fill the blood group section
Step 5: After filling this leave the rest form for the official use and then candidates should need to appear a preliminary test which will be based on the written / practical exam.

How to Get Duplicate Learners Driving License / Second Copy in Karnataka
RTO KAR official page http://transport.karnataka.gov.in is also given the facility to get the duplicate copy of your driving license. In case any citizen had lost or damaged their license he/she can get the application form which is available on the below-given page.
Applicants have to take the KVM 1A form it also can take from the RTO office and has to pay charges Rs. 15 for it on the office as well. Candidates will also have to file an FIR in the nearest police station and need to attach acknowledgment for it. This complaint copy will work as proof for your lost license.

How to Get Permanent Driving License
The RTO KAR https://transport.karnataka.gov.in/ also gives the online application form to download to apply for the permanent driving license in the state. The candidates who are having LL and can submit their request for it after the expiry date. Applicants must have to apply for it within 30 days of the issuance date of LL. If in case you miss the time you should have to pay the charges as the late fees. See the below-given process to apply for it now online.
Step 1: Click to the below-given page and download the application form CMV 4 it’s also available in the inquiry counter of the RTO office. You also need your current 3 passport size photos before going to apply for it.
Step 2: Applicants have to pay the charges of application fees in the RTO Cast Counter. In which the DL book is for Rs. 40, Test Charges are Rs. 50 and for PVC card has to pay Rs. 215.
Step 3: You need required documents like valid LL copy, address proof and age proof.
Step 4: Candidates need to fill the form with their required information in the RTO office through the help of an assistant.
Step 5: You also have to appear a driving test in written / practical mode.
